Check the map of the population distribution of the Vietnamese on Wikipedia. Minority groups learn it as a language of education but it is not their 1st language.

Most of the people in the northeast, northwest Vietnam don't speak it as a native language. The speakers of Vietnamese in Laos are recent immigrants and seasonal workers without permanent residence permit.
